APS needed a centralized automated system to track reports of abuse and neglect and their resulting referral and investigation outcomes within the framework of OKDHS Data Services Division’s plans for an enterprise SOA.

Program Overview
According to the law, the Oklahoma Department of Human Services (OKDHS) administers the Adult Protective Services (APS) program. When someone is concerned about the well-being of an elderly friend, neighbor or relative, adult protective services specialists listen and respond. APS specialists visit the elderly person and determine whether the person is a vulnerable adult and if maltreatment has occurred. The program helps the vulnerable adult find and obtain services.

Last year, APS received and investigated more than 16,000 referrals.

Business Challenge
Without a centralized electronic system, program efficiency and effectiveness could only be measured by labor intensive manual process. Applicant and service recipient data was stored on hard copies in local files, which produced a need to travel to and from the local offices. Duplication of effort was found at the local, area, and state levels, as the data was re-typed into aggregate reports produced at each level. The data was either carried or mailed to those who required the information. The final result was data residing in physical files and hard copy reports. The overall process lacked the ability to track process in an efficient manner and provide security for critical data that must be shared with other public entities.

A review of COTS (commercial off the shelf) case management system failed to identify a cost-effective system that tracked investigation outcomes as well as supporting the technological architecture requirements for integrating into Data Services Division’s enterprise.

Solution
JUMP Technology Services designed and developed a comprehensive web-based system that increases program efficiency and effectiveness ensuring that program policies are enforced on a consistent basis. Developed with Microsoft ASP .NET 1.1 and running on IIS 6.0, the system is a cost effective solution for tracking processes in a efficient manner and share alleged victim and perpetrator information across the state through the OKDHS intranet.
